I've been installing it on the bottom bolt. Assumed it was simply a nylon 'spacer' to keep the knuckle from riding too close to the machined surface of the rack housing and causing a bind. I noticed there is a square protrusion on this spacer. Does that matchup with something else? As for installation, I'm slipping it onto the column shaft half first, insuring the clamping bolt and the flat cut on the column shaft are matched up; then sliding knuckle down over the splines on the rack housing and locating that bolt so it fits in the recessed groove cut into the splines.
